FREQUENTLY ASKED QUESTIONS
PCA provides Grants to the Arts through responsive funding tracks and undertakes partnerships and initiatives to leverage opportunities. Generally, all applications to PCA are via the eGrant process. The 4 tracks are: The Arts Organization and Arts Programs (AOAP); Entry; Program and Project Streams. Program and Projects are administered via a regional arts funding partnership, Pennsylvania Partners in the Arts which was initiated in 1997 to expand the effectiveness of state government arts funding. It reaches all 67 counties through 13 local partners. Through these partners, state arts dollars are made available to a wide range of arts activities developed in a variety of local settings, and grants are awarded through local decision-making. The PCA’s responsive funding process is competitive and uses expert advisory panels to review applications and make recommendations in accordance with weighted criteria established by the Council. The review criteria include: the quality of the applicant’s artistic product or service, the access to the arts for the community, and the caliber of management of the organization or project. More than 250 private citizens a year serve on these panels, including professional artists, arts administrators, and others with specialized knowledge. Panel members serve without compensation and a portion of each panel’s membership rotates off each year. Panel recommendations are presented to the Council for review and action.
